THE ROLE OF VICTIMS OF NCT CONCERT TICKET FRAUD VIA SOCIAL MEDIA: A CYBER VICTIMOLOGY PERSPECTIVE

The purchase of concert tickets through social media opens opportunities for fraud, especially when victims are in emotional and urgent situations. This commonly occurs in the sale of tickets for K-pop group concerts, including NCT, where perpetrators exploit fans' enthusiasm to carry out various fraudulent schemes. In such cases, victims not only suffer financial losses but may also indirectly contribute to the crime through their own actions. Using a normative juridical method, the study analyzes existing legal norms and finds that victims are not entirely passive but may contribute directly or indirectly through their choices and behavior. From the perspective of cyber victimology, these individuals are considered participating victims who create opportunities for crime to occur. This understanding is not intended to blame the victims but rather to raise legal and social awareness and to promote preventive actions against cybercrime. However, current Indonesian legal regulations do not explicitly address the victim’s role in electronic transaction fraud, which indicates a need for criminal law reform to better adapt to the development of cybercrime. This reform should include three functional stages: formulation, application, and execution, with the aim of establishing a more responsive, humane, and balanced legal system that protects offenders, victims, and the digital society as a whole.
