Graffiti vandalism is an illegal act that causes public unrest and material losses. This study aims to analyze the enforcement of law against graffiti vandalism and the application of the concept of Restoratif justice. Employing the theory of law enforcement and the theory of Restoratif justice, the research adopts a normative juridical method with a qualitative approach based on literature study. The findings indicate that current law enforcement remains focused on retributive punishment, such as fines or imprisonment. However, Restoratif justice offers an alternative resolution by involving offenders, victims, communities, and other stakeholders to restore conditions to their original state through mutual agreement. This approach is particularly relevant for juvenile offenders, emphasizing rehabilitation through collaboration among law enforcement officers, schools, parents, and community leaders. Furthermore, local governments are encouraged to provide legal mural spaces as creative outlets for youth and street art communities.
