Online Child Sexual Exploitation in Indonesia and Cross-Border Enforcement Challenges

Online child sexual exploitation represents one of the most severe forms of cybercrime in Indonesia, exacerbated by the increasing accessibility of digital communication platforms. The transnational nature of such crimes poses significant challenges for law enforcement agencies, particularly in identifying perpetrators, preserving digital evidence, and coordinating cross-border investigations. This article analyzes the legal and institutional challenges in addressing online child sexual exploitation in Indonesia, with emphasis on international cooperation mechanisms. Using normative legal research and comparative approaches, the study evaluates the effectiveness of existing legal frameworks, including cybercrime legislation and child protection laws. The findings indicate that while Indonesia has strengthened its legal provisions, enforcement remains constrained by limited digital forensic capacity, jurisdictional barriers, and insufficient international collaboration. The article argues that combating online child exploitation requires a comprehensive approach that integrates domestic legal reform with enhanced global cooperation. It proposes strengthening Mutual Legal Assistance frameworks, improving coordination with international law enforcement agencies, and adopting advanced digital monitoring technologies. The study concludes that effective protection of children in the digital environment depends on both legal harmonization and transnational enforcement strategies.
